E-Biker Flips Over Handlebars in Margate Crash With Turning Car

An e-biker in Margate on Sunday was hit by a driver turning into a parking spot at Betty's Seafood Shack in the 9300 block of Amherst Avenue.

The man driving the vehicle was found to have a suspended registration.

Accident Details

At about 1 pm Sunday, police were called to the scene and found that an e-bike being operated by Jack Lieberman, 19, of Margate, was traveling west in the bike lane passing Betty’s Seafood Shack when a vehicle driven by Andrew Silverman, 67, of Bloomingdale, Illinois, attempted to turn right into a parking space.

The e-bike collided into the front passenger side of the Toyota Camry being driven by Silverman. The collision caused Lieberman to be thrown over the handlebars of the e—bike and land in front of the Camry, according to police.

An ambulance was called to the scene, but Lieberman refused treatment.

Silverman was cited for operating a motor vehicle with a suspended registration, and the vehicle was towed from the scene.

Other motor vehicle summonses are pending.

New E-Bike Regulations Go Into Effect

Coincidentally, the crash happened on the day that New Jersey's sweeping new e-bike regulations go into effect.

In January 2026, Governor Murphy signed a law that creates new regulations for e-bikes in New Jersey.

The law classifies all e-bikes as “motorized bicycles,” requiring licensure and registration.

The new law stated that e-bike riders have until July 19 to obtain the appropriate license and registration through the NJ Motor Vehicle Commission to comply with the law.

Then the new e-bike riders will obtain a permit and practice riding the e-bike and following the rules for 45 days before obtaining a license.
